bnxt_en: Use the new VNIC to create ntuple filters
The newly created vnic (BNXT_VNIC_NTUPLE) is ready to be used to create
ntuple filters when supported by firmware. All RX rings can be used
regardless of the RSS indirection setting on the default VNIC.
