Some resources are incorrectly organized and at odds with
HW capabilities. Specifically, ILQ, IEQ, QPs, MSS, QOS
and statistics belong in a VSI.

passing hw_stats by value requires a 280 byte copy so instead
pass it by reference is much more efficient.
